This is what Frederiksen said about Rwanda receiving Ukrainian refugees as a third country.

During the press conference, Mette Frederiksen pointed to several areas where Denmark will face challenges following Russia's attack on Ukraine, including preparing for refugee influxes.
When asked by a journalist how many Ukrainian refugees Denmark was prepared to accept, Mette Frederiksen replied that it was “too early to give figures.” Frederiksen was also asked whether potential refugees from Ukraine might face being sent to a local reception center in Rwanda, which the government plans to establish (as part of the government’s plan to send refugees to a third country to process their asylum claims). The Prime Minister responded, “We want a new asylum system, and I think it’s right to work towards achieving it. We want to help refugees in their immediate regions. There is no reception center yet, so it’s not a real problem.”.
