The European Union announces a plan to arm Europe worth 6 trillion kroner (800 billion euros).

In a historic move to bolster security and defense in Europe, all EU member states agreed on a massive armament plan known as “ReArm Europe.” This agreement came during an extraordinary summit held in Brussels on Thursday, where European leaders discussed support for Ukraine and strengthening European security.

European Commission President Ursula von der Leyen presented the plan last Tuesday, which aims to allocate 800 billion euros (equivalent to about 6,000 billion Danish kroner) over the next four years to support the defense capabilities of EU member states.

  • Allowing member states to exceed EU budget rules if the funds are used for defense. These rules typically limit the deficit to 3% of GDP and public debt to 60% of GDP.
  • Allowing the use of EU infrastructure funds to finance defense purchases, instead of directing them solely towards reducing economic and social disparities between EU regions.
  • Providing 150 billion euros in loans to member states to jointly finance arms and defense equipment purchases.

This was preceded by Denmark announcing plans to strengthen its defense capabilities at the local level. In February 2025, Prime Minister Mette Frederiksen stated that the government would allocate an additional 50 billion Danish kroner (about 6.7 billion euros) to defense spending over the next two years, with the aim of strengthening the country's security in the face of growing threats. It is not yet clear what Denmark will contribute to the European rearmament plan that was just announced.  

However, when it comes to discussing national defense spending, this is expected to have multiple impacts on the Danish people and the Danish economy, most notably:

- Boosting defense industries and employment: Increased military spending could stimulate defense-related industries, creating new jobs and contributing to lower unemployment rates.

- Impact on the general budget: Allocating large resources to defense may necessitate a redistribution of government spending, which could affect funding for other sectors such as education and healthcare.

TV2 correspondent Liz Toft Hesselund confirmed that the announcement of the agreement does not mean immediate implementation, but rather a preliminary agreement, and that legal and technical discussions will continue, with another meeting of EU leaders scheduled for March 20 to make the final decision on implementation.

Hungary’s participation in the agreement was a major surprise, as its Prime Minister, Viktor Orbán, had previously stated his opposition to any additional military support for Ukraine. Nevertheless, Hungary agreed to participate in the “ReArm Europe” plan, but refused to sign a separate statement calling for continued military support for Ukraine, reflecting its reluctance to escalate the confrontation with Russia.

This move is historic, according to analysts, as the European Union has never before been a defense bloc and has never coordinated joint funding of this scale for military spending. The plan is seen as a direct response to changes in US policy, particularly following recent statements that cast doubt on the continued US security support for Europe.

Correspondent Liz Toft Hesselund commented on this development, saying:
“Europe can no longer rely on American support as it has for decades, so it must look for solutions… Europe is standing on its own two feet,” according to Lise Tove Heslund, as reported by TV2.
