A heated dispute in the Danish parliament over "nitrogen rules" and emissions: Growing one hectare of vegetables may require leaving six hectares of land fallow.
Disagreements have escalated in Denmark, sometimes even within the same party, over new rules to regulate nitrogen emissions from agriculture, after vegetable producers and experts warned that the system, scheduled to be implemented from 2027, could make producing some vegetables so expensive that it threatens the survival of some farms in Denmark.
The paradox that sparked controversy in Parliament is that cultivating one hectare of certain types of vegetables may require allocating several additional hectares of agricultural land as fallow land, that is, land that is not cultivated to produce food, but is left fallow and used to offset the calculated impact of nitrogen emissions.
According to calculations by Seges Innovation, producing one hectare of vegetables may require between two and six hectares of fallow land, depending on the crop. The calculations indicate that approximately 1.9 hectares of fallow land are needed for every hectare of carrots, about 5.3 hectares for onions, and roughly six hectares for leeks, according to TV2.
One hectare of onions versus more than five hectares with no production
This practically means that a farmer who grows one hectare of onions may need more than five additional hectares left uncultivated in order to comply with the proposed nitrogen limits for environmental protection and emissions reduction.
This result sparked objections within parliament. MP Marie Bjerre of the Venstre party said that the example of planting one hectare of onions and the need for six hectares of fallow land illustrates the potentially serious impact of the new system, arguing that this situation could undermine fruit and vegetable production in Denmark.
The problem doesn't stop at losing a single crop.
Segs' calculations suggest the issue could be much larger at the national level. Denmark currently cultivates around 8,300 hectares of vegetables, while it might need approximately 20,000 hectares of fallow land to maintain current production levels, according to the calculations used in applying the new model, the source says.
The SIGS Foundation says this will significantly increase the land area required for vegetable production, thereby raising production costs and putting Danish producers under greater pressure to compete with foreign producers.
A farmer might need thousands of additional hectares
The issue reached Parliament in a more serious form; MPs questioned the Minister for Nature and Animal Welfare, Christian Rabjerg Madsen, about the case of a producer who cultivates 325 hectares of land, including about 250 hectares with the «baby leaf» crop, and who is said to need to buy between 1,600 and 2,000 additional hectares of farmland and put it into a state of fallowness in order to meet the requirements of the proposed law.
In her parliamentary question, MP Marie-Pierre inquired whether the land was even available for purchase and what the minister's position was regarding the possibility of a vegetable producer being forced to acquire significantly more land than they actually use for food production. The question had not received a definitive answer by the time of its publication on August 27th.
A bill that could reach tens of millions
The concerns are not limited to theoretical calculations. Axel Månsson, one of the largest organic vegetable producers in Denmark, estimated that the new rules could, in the worst case scenario, force him to provide some five thousand to six thousand hectares of fallow land for his farm, which grows about 1,400 hectares of vegetables.
Monsen estimates the cost of buying or renting these lands at between 40 and 50 million Danish kroner.
Herein lies one of the key points of contention: the land the producer needs to meet the system's requirements will not be additional land to produce more food, but rather, to a large extent, land outside of production, meaning the farmer may be paying for an area from which he does not obtain a crop.
Vegetable farmers fear two losses at once
Producers believe that the new rules could lead to two losses at the same time: the loss of some land that could be used for food production, and the increased cost of land that must be bought, rented, or designated for fallow land.
The problem is more acute in areas that will be subject to the strictest levels of regulation; industry calculations indicate that about 70% of Denmark’s vegetable area is located in coastal watersheds that are expected to be subject to the highest level of regulation in 2027.
Why are vegetables treated so harshly?
The controversy stems from the method used to calculate nitrogen emissions in the new model. The system relies on estimating nitrogen leaching from agricultural land, and vegetables appear in the calculations with high leaching rates compared to many other crops.
The SIGS Foundation explains that many vegetables are harvested late in the year, and therefore farmers in a large part of the area cannot plant cover crops after the main crop to reduce nitrogen leaching.
Therefore, the producer finds himself in need of compensating for this leakage through other areas, including lands that are left fallow.
Political dispute: Protecting the environment or protecting food production?
The debate in parliament is not about whether Denmark should reduce nitrogen emissions in the first place; the government and the agricultural sector agree on the importance of protecting the environment and water.
But the increasingly pressing political question is how to achieve this without weakening Danish food production.
The government says it wants to increase self-sufficiency in fruits, vegetables and legumes, while vegetable producers warn that the new rules could force some of them to reduce or stop production.
Therefore, MP Marie Perrier asked the government to consider postponing the transition of vegetable producers to the new nitrogen regulation model, specifically with the aim of preserving the competitiveness of the Danish sector.
MPs demand a clear assessment of the losses
Parliamentary pressure was not limited to demanding a postponement of the rules' implementation; MP Kim Edberg Andersen asked the government to clarify the expected effects of the new system on vegetable farmers, including the number of producers who might have to reduce their production or stop production as a result of the new rules.
He also asked for clarification on how these results could be reconciled with the government's stated goal of increasing production and supply of Danish fruits and vegetables.
The Unity List party also called for a special assessment of the impact of the new rules on vegetable and berry producers, with a study of solutions tailored to the sector, especially for small producers and for crops that vary in their ability to use cover crops after harvest.
The food sector produces less compared to the past.
The dispute comes at a time when Denmark is already suffering from a significant decline in the proportion of fruits and vegetables it produces locally.
According to figures cited in a TV2 report, quoting Aarhus University, Denmark currently produces only about 26% of vegetables available in the Danish market, and about 9% of fruit.
But sixty years ago, Denmark produced about 92% of vegetables needed for the local market, and about 54% of fruit.
In the last ten years alone, Danish fruit and vegetable production has declined by about one-fifth.
This means that the question being asked in parliament is not just about the costs to farmers, but also about whether Denmark will be able to stop the decline in its domestic production or become more dependent on imported vegetables and fruits.
The government faces two seemingly contradictory goals.
The government asserts that reducing nitrogen is necessary to protect the marine environment, but at the same time emphasizes that it does not want to sacrifice the vegetable sector.
Nature and Animal Welfare Minister Kristian Raberg Madsen said that nitrogen reductions are needed, but in a way that also allows for strong vegetable production in Denmark.
The government intends to use a committee of experts, including representatives from the agricultural sector and universities, to discuss possible solutions to the problem of vegetable producers.
Final figures relating to nitrogen limits are expected to emerge during September.
The question that awaits a political answer
Thus, the Danish dispute revolves around a clear equation: Can the government reduce nitrogen emissions from agriculture while simultaneously achieving its stated goal of increasing domestic vegetable and fruit production?
Vegetable producers say that imposing heavy burdens on productive land could backfire: reducing local production, raising prices for Danish products, and pushing consumers to rely more on imports.
The government, however, maintains that environmental reductions must be achieved, and says that the next phase will look for solutions that allow both goals to be achieved together.
But as the implementation of the new system draws near, and with successive parliamentary questions about its costs and impact on producers, the issue of vegetables has become one of the most prominent points of contention regarding how to implement the nitrogen reduction policy in Denmark.
