If the concerned members do not respond, silence is considered “yes” to the purchase.

Just three questions from a committee member from SF caused the process to be delayed by about three hours, and then the members nodded their approval for the purchase, with a South Korean supplier and a French supplier excluded from the deal, which was supposed to fill the gap in Danish defense security after Denmark contributed to the donation of artillery systems to Ukraine a week earlier.

But the deal, which happened with exceptional speed, is now facing strong criticism from several parties.

“This is a form of coercive handling of cases, and it is unacceptable.”

According to the source, Conservative finance spokesman Rasmus Jarlov said: “This is the kind of coercive handling of issues that is completely unacceptable.”.

Billy Dragstedt, the finance officer for the Unity List party, points out that the finance committee is different from other committees: “It is the decision-making committee where we decide on things involving billions of kronor. We are very directly responsible. That is why we must have suitable working conditions.”

“"The operation reeks of something foul."”

Two hours before the Finance Committee meeting on Thursday, January 26, at 1 p.m., committee members received two confidential documents signed by Defense Minister Jacob Ellemann-Jensen, totaling seven pages, concerning the purchase of artillery and rocket launchers, with a total value of 1.74 billion kroner.

Billy Dragstead, a committee member who did not vote for the purchase, said: “What makes it smell so bad is that they knew it was a bad case. That’s why it had to go through quickly.”.

According to the source, the Israeli company Elbit Systems produces an artillery system that the Danish army tested in 2015 and found suitable. However, the Radical Party (Radikale Venstre) and the SF party did not approve of dealing with Elbit, so the purchase was canceled that year. Therefore, Bille Dragsted believes that, given this background, it is particularly important to have the right time (to think and decide on the new deal): “Especially when you know it is a controversial investment, it shouldn’t be treated this way in the Finance Committee. It’s completely unacceptable,” Dragsted also expressed his criticism by sending a letter to other members of the Finance Committee.

It was deemed approved without the committee member having the opportunity to review and decide, and the other committee members were criticized.

In addition, Rasmus Jarlov criticized the other members of the committee, saying: “I cannot understand how the rest of the Finance Committee members accept this way of working, because it shows that they do not take their work seriously and that they find themselves in such bad circumstances that they cannot read things.” Rasmus Jarlov explained that during the few hours in which the government asked the committee members for a response about the deal, his mobile phone was switched off, as he did not participate in the meeting on January 26 because he was visiting Danish soldiers in the Baltic states with Defense Minister Jakob Ellemann-Jensen. At that time, politicians were advised to keep their mobile phones switched off during visits to Danish soldiers, because they were very close to the border with Russia and to avoid the possibility that the Russians might eavesdrop on them.

He adds that at one point, Rasmus Yarlov somehow managed to turn on his phone and read a message stating that the Finance Committee had received two files for urgent processing and that if he didn't respond within two hours, the purchases would be considered approved. Yarlov explains, "I didn't have a chance to reply because I was in such a busy schedule that I couldn't stand and read emails for the half hour I'd just spent with the soldiers. And because I hadn't been on my phone for three or four hours, I was assigned to vote on something in the Finance Committee that I hadn't even read."“

Ministry of Defense: Ukraine's urgent needs mean exceptions.

According to the Ministry of Defense, as per the source, the reason for the need to address decisions regarding arms purchases urgently is that the offers submitted by Elbit Systems were only valid until the end of January.

However, this explanation did not convince Rasmus Jarlov and Billy Dragsted, who commented: “They said you had to sign a contract the following week, but you could have had a few days to decide on that. It was January 26th, so we still had about five days. So even if you believe that logic, there is no reason why all this could have happened in three or four hours. And then, at the same time, it is absolutely unbelievable to think that a supplier would say no to a request for a huge sum of billions after only one day.”.

The source was asked about the reason for the haste, and the Ministry of Defense responded.

The source questioned the Ministry of Defense about the reason for expediting the decision until January 26. In an email to Alting, the Ministry of Defense stated that, due to “Ukraine’s urgent needs” and in agreement with the Finance Committee “in some cases,” it was necessary to submit the documents with a short deadline. The Ministry of Defense also noted that the Defense Coordination Service and the parties behind the National Settlement were involved in the decision before the Finance Committee meeting, but were not informed of the predetermined offer.

The committee chairman promises stricter procedures after this case

Following this case, Simon Kollerup, chairman of the Danish Parliament's Finance Committee, began tightening procedures, explaining that "in the Danish Parliament's Finance Committee, we are currently preparing for the post-general election period by tightening the ministries' access to urgent handling of issues and files, unless they are very special cases. Urgent handling may have been used a little too frequently, but now it must become much rarer." He added, "Unless it can be proven with strong evidence and clearly demonstrated that urgent handling is necessary. But there will still be exceptions.".

As a result, more ministries may face rejection of urgent treatment requests from the relevant committees in the Danish Parliament than before.

Special circumstances regarding the Danish and Ukrainian defense situation

“There are still special circumstances surrounding the Danish and Ukrainian defense situation, where the committee will do its utmost to ensure a flexible and rapid approach, as we did with the artillery file.
